New publication! Executive Report with the Conclusions of the “Seminar on the impact of AI on digital competences”

The executive report with the conclusions of the “Seminar on the impact of artificial intelligence on digital competences” of the year 2025 is now available, which serves as an introduction to the fifth edition of the digital competences congress to be held on November 11, 2026.

The main objective of this seminar was to reflect on how artificial intelligence (AI) is transforming digital competences (DC) for citizens, as well as to identify the challenges and opportunities arising from AI. At the same time, to propose recommendations for an ethical, critical and effective implementation of AI in different competence areas. It is worth noting that the report is based on reference frameworks such as the ACTIC model, the European DigComp 2.0 model, of which the new version DigComp 3.0 is already available, and the UNESCO AI competences scheme for citizens.

The executive report of conclusions has been prepared by researchers from the Edul@b Research Group, Dr. Montse Guitert and Dr. Teresa Romeu, from the Open University of Catalonia (UOC) and Dr. Miquel Àngel Prats from the PSITIC Research Group of the FPCEE Blanquerna-URL, promoters of the Digital Skills Congress together with the Department of Business and Employment of the Generalitat de Catalunya and Barcelona Activa.

The conclusions are based on the seminar reflections structured according to the five competency areas of the ACTIC model: “Information Search, Management and Analysis”, “Communication and Collaboration”, “Content Creation, Programming and Digital Manufacturing”, “Security, Well-being and Citizenship” and “Autonomy and Problem Solving”. The common reflection is that we need to move towards a responsible and civic inclusion of AI, understanding it as an integral and transversal concept in the five competency areas. In this sense, its impact on both the individual and collective levels invites a profound redefinition regarding its use.
